On Tuesday, July 24, the U.S. Department of Health and Human Services (HHS) issued a final rule to move forward with transfers between plans under the Affordable Care Act's (ACA) risk adjustment program.  Following what Emblem has been reporting, on July 7 the Centers for Medicare & Medicaid Services (CMS) announced it would suspend these transfers for the 2017 plan year pending the resolution of a New Mexico court case.
